EXPORT
PROCEDURES
FROM ZAMBIA
Export documentation for unprocessed minerals are normally taken care
of by the local mining company if the goods are being freighted to the
buyer. In the case of the buyer carrying the goods in person when leaving
Zambia - see foreign buyers.
The relevant
forms include:
Export
Declaration Certificate (EXD) - CE form 20. A form issued by
The Revenue Authority bank, which after payment has been made, is stamped
by customs at point of departure from Zambia.
Valuation
Certificate of the goods purchased must also be obtained from
an approved valuation officer. A list of these can be obtained at the
Ministry of Mines.
A
letter from the Ministry approving the export and instructing
Customs to allow unrestricted passage of the goods must also accompany
the export.
This paperwork
is not as cumbersome as it might sound and can be achieved in a remarkably
short period of time. Some countries also require a Certificate of Origin
for the goods being imported and this will also be issued from the Zambia
Revenue Authority at Profound House on the roundabout joining Cairo
and Great East roads.
There are
many freighting companies operating in Zambia and since their rates
appear to change from week to week you would be strongly advised to
check directly with them. DHL will also accept exports of rough material
not exceeding 10kg per parcel. They however will not handle cut gemstones,
jewellery or rough Emeralds.
VAT
Local purchases
of cut gemstones and jewellery incur a 17.5% Value Added Tax.
Some establishments
offer a rebate scheme to their customers and will be issued a VAT263
certificate upon purchase of their goods, which should be presented
to the VAT office at their point of departure along with their goods.
The VAT payment will then be rebated directly to their overseas account
in the currency of their choice. Please note that only some retail outlets
offer this service and a list of these can be found at the VAT office
at Lusaka International Airport upon arrival.
FOREIGN
BUYERS
The export
of unprocessed (rough) gemstones from Zambia is completely legal as
long as the relevant documents accompany the export. Although no buying
licence is required for the visitor, all sellers of rough in Zambia
must be registered with the Ministry of Mines and hold a Gemstone Sales
Certificate. In the case of a mining company such establishments are
permitted to sell their production by way of their Gemstone Licence.
However without these certificates the processing of export papers for
the buyer can be refused.
HAND
CARRIED
EXPORTS
OF
ROUGH:
Buyers
must obtain an Export Declaration Form (EXD) from the seller which must
be stamped by the sellers Bank when payment is made.
A Valuation
Certificate (Republic of Zambia, Second Schedule, Regulation 12 of the
Mines and Minerals Trading in Gemstones 1996). A list of officers approved
for this purpose can be obtained from the Ministry.
These two
forms should be taken to the Ministry where you will receive a letter
addressed to Customs to allow unrestricted passage in respect of this
material as you leave the country.
Although
not required, it is recommended that such exports should be sealed and
stamped by either the Valuation Officer or the Ministry of Mines prior
to reaching customs.
Such Exports
of rough are exempt from VAT
Ministry
